I also agree with you. But it is the first citizen who should rise to the occassion. With passing on the buck to the govt. do we have the right to throw garbage on the road or do we have to spitt on the floors while chewing pan etc. do we have to smoke in the public places putting neighjbours to inc...onvenience.
