Dude, Not even Amazon in the USA will exchange products. Some will have returns within a small time period, but will charge shipping and restocking fees. Which off-line shop will exchange your product in India? Nobody.

Cash on Deliver does not work like what you expect. You give cash when you get the product, and before opening the product. The delivery person is not the one who is taking care of the product from factory to your house. So asking him is no point.
