In every company there should be a neutral re-evaluation of an employee when he's leaving. If they still feel he's incompetent to make any better offer to make him stay, let him go. This doesn't happen because most of the times, the person is underemployed and they'd get a person less competent to d...o the work with a lower offer than his demands.
