A must read for vehicle registration transfer,NOC

This review is actually my experience on  registration  transfer of my bike(which is a very common issue faced mostly by the people who shifts from one place to another). I had purchased one bike Bajaj pulsar in Noida with UP registration number in 2003. Later I got shifted to Hyderabad in 2005 and did not get much time to get the NOC.


I used to travel from Secunderabad to Hi-tech city everyday with my bike and one fine day one traffic police stopped me. He had taken out my vehicle keys and asked me for the NOC insurance and RC. I had produced the RC, insurance, pollution and License and informed him that I shifted to this place recently and not yet applied for NOC. He did some calculation and said that I need to give a fine of 1800/- else this vehicle will be seized. I asked for the justification of this penalty but he refused to answer, instead he was curious to know my salary. I went to the panjagutta Police Station( in the circle opposite to Hyderabad Central) with him and asked the same to his Officer. Both behaved in same manner. I bargained for long time and then paid the money and taken back my keys.


After this incident I used to search in internet about the NOC, registration change information, since it was difficult for me to go back to Noida and collect the NOC. Somehow I got some information in https://indiabike.com. BykeGuru(Dilip, very much helpful guy) advised me to contact Automobile Association of Southern India - AASI Services, Secunderabad. I explained them the issue and asked for a help if they could arrange the NOC for my bike. The AASI officer asked me to meet RTO secunderabad and explain him the same issue and pay the life time tax.


I went to secunderabad and found the RTO very humble and he asked me to pay the life time tax and get the NOC within 2 months. He asked me write an application(which he had endorsed) and keep it with my bike till I get the NOC. I paid around 2500/- for LTT and went back to Noida to get my NOC. Once I got my NOC I submitted it to RTA secunderabad, along with my registration docs(original) and applied for the Registration change, they did all the verification and accepted my docs and returned one receipt of acceptance. I came to know that they will send all my documents again to Noida office for further processing and get it back. They will issue a new registration number once they get the response back for RTA Noida.


Now already one year is passed, no improvement in the process, till date I did not get a new registration number for my bike. The RTA office is now asking me to get the office number of Noida RTA. Once I can get the number they will call the office and do further processing. I asked them since they have collected my docs and taken the amount from me  and they were supposed to send the documents via mail to Noida RTA, it becomes their responsibility to do the further communication. Surprisingly, they said that it is common practice here and there are thousand of such pending cases lying in RTA. They only explain the process neither give any assurance nor results.


I approached AASI again but they are insisting me to take up the  membership first.  I wanted to share this information because of the following reasons


a)        Would like to get suggestions form those who has undergone similar kind of problems


b)        And for the people who is planning to change their vehicle registration.


Here is my list of learning’s.




  1. NOC is not required for one year form the date you shift your vehicle




  2. Get NOC while u transfer your vehicle from one state to another




  3. Pay the balanced road tax based on your previously paid tax




  4. Submit the RC book, if you can do the follow up to your previous location to get back the RC again, otherwise it will never come back to you.




  5. Do not pay the Traffic police, they have no right to seize the vehicle, only RTA can seize the vehicle




  6. No need to pay road tax also if you transfer your vehicle to Maharashtra, is not applicable for other states




  7. Do not know much about AASI, please check their website for details
