I got my Bsnl Wi-Max connection in March 2013, as there was no wired broadband connection available in my area. So I decided to have the wireless connection. The first month, the speed was good, the connection was really strong, but after a month or two, it started to show problems, the signals just disappeared for like 5-10 minutes, and then you have to restart the modem again and again, and in the rain, its horrible, even if there are clouds in your area it is not going to connect. You have to wait till the weather is clear, this problem also sustains the weather of summer, if its too hot, it is not going to work. If its too cold then also it is not going to work.
But other than that I must say that the speed remains constant even if it is the first day of the month or the last day.
But if there is a local cable internet connection available in your area go for it.
