I just inquired for Aircel connection, didn't receive a dongle even then I received Welcome letter and Bills, its happening since 2 months. Even the grievance department of Aircel does not bother about it. Here is the screenshot of the mail I sent to them. Though I went personally and complained twice they promised to resolve but did not.
My next step would be complaining this issue to TRAI (Telecom Regulatory Authority of India) authorities and file a case in consumer forum.
