@rramamurthy: Sorry - did not understand what was not clear to you - my post or any of the comments above?
Number portability is that you get to keep you existing mobile number but you can keep switching between service provider. E.g. I have a BSNL number 9869000000, I can keep that number and ...go for Idea as my new service provider and terminate my contract/plan with BSNL and so on.

IDEA CELLULAR: I have used Idea in Delhi from 2003-2006 and in Mumbai since 2009. They can be irritating if you do not have DND in place, otherwise they are manageable and I have not experienced and cheating from their part
BSNL/MTNL: I have used in Delhi and Mumbai. No compl...aints about cheating and pricing. I just have found that their network signals not consistent during the day or across geographies.
TATA DOCOMO: Inconsistent network. The promotional 1p / 1 sec on STD calls is only valid for a limited amount of talk time in a month (I was told about 5-7.5 hours based on where you are from), after that it becomes 2p / 1sec, so more expensive than normal calls at Re 1 / 1 min. These are not even in the fine prints, you have to call the call centre or if the mobile dealer is helpful, will tell you
VODAFONE: Expensive service. Their world calling cards (except for very high denominations (550+) is actually more expensive than calling from my Idea prepaid number for overseas calls. Some mad man must have done the pricing.

@ nponda: The echarge was made on an offer that was only applicable on home network and not on roaming. Now these promotions are not clearly communicated and the call centre did not help either as they could have easily made it available to be used in roaming - if they wanted, but those people have ...no incentive to do that as their job description is only to say no.
