Tata photon Plus is cheating customers!. Review on Tata Indicom Photon+

I am enrolled in 950 plan(3.1 mbps 5 GB unlimited) though I am paying 750 discounted rate as per their promotional offer.While buying the device(and thus service)in Mar 2011, I was promised a Laptop bag that din't see the light of the day thus far.Despite numerous follow ups with customer care folks, it has not yielded any result.They are saying they are out of stock!Is it professionalism?As per the plan I will get first  5 GB at 3.1mbps and thereafter it will slow down to 155 kbps.It slowed down to such an extent you can't even open a simple google page at time towards the end of billing cycle!I have cross checked with speedtest.net about the promised speed, it is found out to be much less than they promise.Besides this, the connectivity is so poor it disconnects every 15 min.They compounded my woes from aug 23(new billing cycle).The speed was set to 155 kbps permanently from 3.1 mbps for the new billing cycle as well(Aug 23-sep 22).To my horror, I found the usage details shown by them is way too high with that slow speed.At one instance they have shown 500 mb download in just a hour when the download speed is just 10k/s..20k/s!They have simply fudged the account from back end server to suit their need.

Despite my complaints, it has not yielded any result.Do they expect me to pay the full amount for this snail's speed with which you can't even open simple page at times?Seeing videos on Youtube takes years to download!Please suggest how can I sue them in consumer court.
