I have been reading the reviews on SIFY broadband from all the disgruntled users. A few facts from my side - I took a SIFY always on connection (256kbps, 1Gb downlaod, validity 1 month) about a year back. Installation charges was Rs.2000/-, and monthly expenses Rs.650/-. Since then I have been using this service without any problems. Occational disconnection is quite understandable considering the fact that a lot of wiring and hardware is involved. We should not start hollering at the slightest excuse. Considering the fact that there are frequent electricity blackouts, cable TV disconeections, mobile phone signal dropouts, we should be a bit more tolerant. Customer care help is excellent (through my local Sify cable provider), connectivity is very good, speed remains between 200 and 256 kbps. I use this connection regularly for international PC to Phone calling, chat with my friends through Skype besides the usual surfing and downloading activities. I guess people post reviews immediately on facing the slightest problem, but people like me who are satisfied with a product tend not to post any reviews. So I think that's how we mostly find negative reviews flooding the various review sites.
And last but not the least, Sify is the cheapest broadband service to my knowledge, since I have tried MTNL, Tata VSNL, Airtel and Hotwire which are all costlier.
