(i) Info-sharing & (ii) writing to make it more efficient and (iii) do the job in one visit only.
On & average 150 - 200 applicants visit the Pune Passport office daily accompanied by their relative/friends & even Minors. Parking for 2 & 4-wheeler is there. Charges : Rs.10/- every 2 hours. (i.e. above 2 hrs. Rs.20/-) No direct / ink-filled applicant is entertained, you have to apply on-line only. Even after on-line application, you need to stand-up in single long queue for 3-4 Hrs., while most of the cases are for fresh applicant, but this way the remaining applicants (renewal, change of address/name, lost/damaged etc.) get harassed. On-line application facility (one at a time) is available there, charges Rs.35/-. All enclosures must be self-attested and accompanied by the original of the same. The good thing is that (1) Sr.Citizens have separate counter and (2) they relax the time-limit ( 10 to 12.30 ) for the present applicants.
Some of the counter-staff raises baseless/illogical objections. These objections are sorted out by the two officers ( again queue is there ). More Enquiry-counter or Guide is needed there. Change of address is common problem in this global village. Keep 1 of 6 suggested.
Change of name is also a probem. Go with Affidavit, 2 (two) newspaper advt. etc.
Many questions are not answered in FAQ, instruction manual & checklist. Here some counsellor need to work and increase the base of 'How to'. Summary of all the above is that crowd-management and documentation is not efficient. In absence of the excellence, people fight with each other. Reasons : entry is given to more people than the available chairs.token is not being issued.after sorting the objection from the officer, the same applicant goes to the same counter, where people are already there in the long queue, who objects accepting the second time visitors.Counter staff also do not like the second timers the same day.
