Moussoorie is one hill station I'm very familiar with, I've been there umpteen times, with my family, in all seasons, summers, autumn, winter and spring.
Of course, I think winter is the best time to visit especially in the month of January as it might snow at that time so the pine trees are covered with snow. It is also less crowded as most of the schools are shut for the winter months, so that leaves scanty tourists coming up.
The Mall is less bustling and one has ample walking space. The hotel rates come down and lot more choices. Even getting car parking near the Mall is possible.
Kempty falls is a good picnic spot. One can take a trek up to Sister's bazaar on the way to Woodstock school. Going up by road is fun as from Dehradun its only an hour's drive up. From Delhi it's about 8 hrs drive. One can also go up by Volco bus or train till Dehradun and from there share a taxi if travelling single.
