I am not writing this review in view of any particular state. this in general talks about the logic in tariff structure.
out of the total power generated about 30-40 will be lost in the forms of transmission and distribution losses as well as theft and unauthorised use of power. this is inefficiency on the part of the ministry to control losses and theft. every year the respective electricity boards claim that their revenues are coming down. those who have legal connection are forced to pay as per the rates fixed by the ministry or the concerned electricity boards.if we look at the losses and theft proportion of the total power generated it is increasing every year.instead of the ministry hiking power tariff every year, why doesn't it focus its attention towards controlling the losses and theft? if this can be done effectively, we can have more power available for distribution, for which the governemnt will be receiving revenue and thereby lowering the tariff burden on comman man.
my personal observation is 30-40% of the meters won't run in bhubaneswar, these are all govt.quarters and all the occupents will have one or the other kind of links with the gridco officials.unfortunately orissa is one of the first few to privatise generation and distribution of electricity.
