If you lucky you can see the snow fall in January February month.
Yes not to forget to to rohtang pass.

Again here depend on your luck because some time the local authorities not allowing you to go rohtang pass due to heavy snow fall
It can be dangerous that’s why.
Hotel and accommodation is little bit costly in those month.
But overall finest place in India to visit.
