I have Citibank - Indian Oil Gold card. Whenever you use the card even in Authorised outlets, Say "Gayathri Auto Services, Adyar, Chennai - 600020" - they are levying 2.5% surcharge. This has happened to me twice earlier, even in an Indian Oil owned outlet. The reason Citibank quotes is that the outlet has swiped the card in non Citibank EDC machines. I wrote to them, but no use.
My Question is who is cheating the clients?
Citibank or IOCL?
