Long story.
In US when I was trying to create the shipment it asked me to attach export documents if declared value is more than 2500 USD.
The US customer service then confirmed the same i.e. export documents are required only if declared value is more than 2500 USD. I called fedex US 3 times and they actually helped me create the shipment. After repeatedly asking the US service they said all I needed only the commercial invoice! Thirdly, On your there website also there is a reference to the above statement - https://fedex.com/international/document-overview/Electronic-Export-Information.html Fast forward to when the packages arrived in Delhi. They called me saying the rule in India changed to declared value+ shipping charges needed to be below 2000 USD. At this point besides the fact that I don't have any such documents, I told them that you are better experts in tackling this.
I landed up in their fedex Delhi office who are extremely naive and have no idea what they do. They are machines who just ask the same questions and unless you give them the answer they have been told to receive they don't proceed forward. Rightly said by my dad - he feels sad for them. They have no idea how to help people especially when fedex itself are at fault.
So I was told in delhi that take some documents, go to customs, clear it and then take it on your own to your home. I was shocked to hear this - I asked them so what am I paying you for? I might as well have brought it with me on my flight .

I don't know if it will go anywhere but if all of us put in enough complaints hopefully some action is taken. I am also planning to hire a lawyer for grievances - if others want to join msg back
We all pay a premium amount for fedex and for their india office to behave so amateurish is highly unacceptable.
Rather people shipping from US ship thru USPS - I had a box of books shipped thru them and it has arrived already with no tracking!
