Yes, as said it is mandatory.I [leaded for other ISPs for like 1.5yrs and srill could not get a connection but falsepromises.But BSNL upon asking our local service provider and only two trips in theeir office I got the connection within the first week.It has a high monthly pack rate not to mention the the service tax which is one-sixth of its worth.It fails atleast 4 times a month often taking 2 days to recover.It even took a week once to repair.The CUSTOMER SERVICE IS POOR as well.When you call their service center no they listen to your problem and make you hold for atleast 10-15 mins before switching their call to senior person, whose predictable words are "WE WILL SEND TECHNICAL STAFF WITHIN 24 hrs".After 24hrs of dissapointment you call them again to get instructed to resatr the router and then wait for another 24hrs.It does not have that speed as well, you get literally 10 times more speed from other service providers.But this connection is served great for a temporary time till you can convince ohter ISPs to give you an active Internet connection.
