This is not the payment gateways fault alone. The merchant https://timtara .com has opted for PayU’s services for online payments. So the merchant not delivering the product is not Payu’s concern, they are just helping them collect payment.
Having said that, Timtara was earlier associated with CCAvenue Payment gateway as well. When CCAvenue sensed troubled it immediately stopped services for timtara.
PayU should have learnt from CCAvenue’s example and shouldn't have entertained them.
They must have been tempted for funds and provided services without investigating risk.
Such frantic measures to acquire business raise questions about the functioning of the payment gateway and also discourages customers to make online payment.
