Very low mileage scooter

I purchased suzuki let's scooter in May'15. At present this scooter is giving me 24 kmpl in normal city traffic. This is very very low;when these days average car gives such mileage. First servicing has already been done.

I am constantly in touch with the dealer. I am totally frustrated with this performance.
