Orange does rock in Mumbai at least and I have been using an Orange card for past two years. There were some problems earlier regarding the network availability in the suburbs but now they have improved! As for waiting on a help line is considered, we should be thankful that we have a 24 hour help line to wait on, as unlike other providers in Mumbai :o)
Also the orange availability in congested areas is pretty decent included covered places! I will recommend Orange to anyone who is deciding to take up a tariff plan in Mumbai! The Orange shop representatives are also pretty much helpful so your dealing becomes smooth.
