My two cents here is that for any Job Portal for which you are registering is that you should keep your CV active by manually logging in at least once a week.
Normally for all the Job Portals the freshest/updated/last logged in CVs come first. If you are keeping your CV "active", chances are that your CV will catch the attention of the Recruiter than those who might have updated or logged into their profile maybe once a month.
The thing here is that Recruiters do not necessarily select CVs which have taken "Paid Services" or ignore the services which have been registered for free but rather according to the relevancy of the CV & the candidate for the given position.
