In my own experience, you can get free internet, but they chuck a bar of advertisments on the bottom of your screen. This is how they pay for your internet. If you run into troubles, you will usually find you have to pay outragous rates just to contact customer support, and most of the time, no one will be there.
We had two free ISP's in australia, both crashed and burned without a trace.
You pay for an ISP, you get sweet reliable service. You go for a free one, you get nothing.
This is all from personal experience. If it's free, you may as well try it, nothing to lose.
