Cd and DVD are two different media and the DVD is an advanced version the major difference between the two is the access speed and the storage capacity
A dvd has over 6-10 times writing capacity than a cd
secondly a dvd drive be it a rom or a rw will work with the cd but a cd rom or rw wont accept a dvd
so its you who have to decide what you are searching for if you have not much bigger storage files a bigger hard disk is a good option if you handle bigger files upto 700mb often a cd writer is advisable and if you want to store all your jobs throughout life a dvd writer is perfect for you.
be ready for the cost hike also.
secondly most of the dvd writers in the market have a one year warranty so officially all are equal but fate is the ultimate ruler though yamaha, sony and asus are one of the technically best writers on this earth samsung too offers a good paisa wasool quality but even then it is better to have two different options a rom and a writer seperate after all
