BSNL is the only telecom operator which gives priorty to services not profit. thats why BSNL is having its towers even in rural areas where it earns hardly any revenue but is standing there so that if you would have been there you may get network and services.

The same is with BSNL it provides you network and services where other operators face challange.
Before the introduction of mobile services by BSNL( year 1999) the private operators were not only charging you for outgoing call but incoming too. They were charging 7 to 15 rs for incoming only, you can imagine what would be the charges for outgoing calls at that time. Keeping mobile was only with rich peoples.
This was BSNL which came in market in year 2000 and charged only 2.40 rs for outgoing per min and no incoming charges.
Private operators were thinking that BSNL is going to snatch their butter and bread.
You will be surprised to know that how BSNL was trapped in conspiracy that BSNL being goverment company had to pay heavy fees for spectrum while other were indulging in making spectrum scam biggest scam of that era.
It was starting of BSNL so it faced many problems but public faith was also with BSNL so you can see today in such throat cutting comptition BSNL is still providing its services.
