I am currently using BSNL CellOne operator. My Place is near to the big BSNL tower about 1/2 of km. I think BSNL is completely depending on weather because in rainy season it shows one third of range near to tower(when we test on smartphone) and in cloudy season its internet go to bytes per sec(in 3G very poor). And most of times when we call anyone it says out-off-coverage or switch-off and at the same time when we call from other operators like vodafone or idea its pretty good.
Sometimes BSNL is good when we talk about internet speed as compare to Vodafone,Idea,Airtel,etc.It gives good internet speed for sometime(their is lots of limits in BSNL)we can say for an hour/day or 2Hr/day after this its goes down(near to tower).
When we talk about its call rates and inernet plans its to much costly its comes with various vouchers like krushi sim card,student sim card(in this sim card its compulsary to recharge per month 100+).
Finally I suggest you to go with other operators.
