I have loved cartoons since I was a kid. I kind of lost touch for a couple of years in between and now that I have a son I get to watch them again :-D. As of now I feel the five best cartoons are Chota Bheem, Adventures of Hanuman, Tom and Jerry, Finley the Fire Engine and Oswald.
They are small, simple and impart some wisdom in each and every episode. Plus, nothing scary in them so you get to plop your kid in front of the TV with no worries whatsoever. Added to this Noddy, Teletubbies, Spongebob Squarepants and Clifford are also good to watch along with your baby.
