Picsart is very old and the polpular app when I was started using android mobile from then I started using picsart it is my favourite app for editing my pictures. It gas many options like: -
Collage , you can create collage of your pictures.
Tools , in tools you can cut, copy, paste the pictures crop the pictures and many more.
Effect, picsart has lots of effect like blur incient black an white etc
Corrections, it is my favourite tool on picart.
In this you can edit your face and my your body etes face beautyful and marks free.
It has text options , it has caption offers , it has sticker option , animation options etc
In the end of editing you can save your picture, share your picture and make gif of your editing. Which is my favourite.
Overall app is very good decent and trusted.
