You must look out for 3g circle in your state for instance you won't findTata Docomo Wireless 3G Data Card network there in Maharashtra whereas in TamilNadu it is good so look out for the network.
But if you are in TamilNadu then go out for docomo don't think of anything else because docomo is best in TamilNadu. So go out for Tata Docomo Wireless 3G Data Card first and then think of the other network.
