The DRDO is doing a good job. If the Agni-III has failed, it does not mean that it has failed on all accounts. There are lessons that have been learnt from this also. We must realise that India had almost nil technological base in 1947. It is to the credit of these scientists that we have reached somewhere in defence developement and research. It takes almost 20 years for boeing to develope an aircraft. For us to expect a catch up with US or developed defence production companies of the West within 50 -60 years is not warranted. Moreover, the priorities in the initial 40 years of independence were to get a stable industrial and agri base which is somewhat in shape now. Now we can expect more funds and resources to go into DRDO and should atart expecting results after about 5-7 years of gestation period. Within the constraints, they are doing a good job. Do try to emp thaise with them. However, the management could be better and even that will make a material difference.
